Sam, check out the gINT Civil Tools, it should be available to you with a gint pro or plus license. It is microstation based, but you can export to dwg. It will allow you to work in world coordinates, and also to overlay dwg site plans, aerial imagery or other georeferenced raster maps. I am still learning it, but a quick look at the query filters appears that it may be limited to fields in the point table, but it is still a very uesful tool.
